This tool takes the text out of the document and writes a real .docx that Word, Google Docs, LibreOffice and Pages all open, with the paragraphs, headings and list items it could work out. What it does not do is rebuild the page. Read the note below before you use it on something where the layout matters, because being straight about that is the difference between a useful tool and a wasted download.

A PDF stores glyphs at coordinates. It has no paragraphs, no columns and no idea which text is a heading. Those are worked out from the position and spacing of the words, which is reliable for ordinary prose and unreliable for anything with columns, tables, floating boxes or a complicated design. Images are not carried over at all. If you need a page for page facsimile, no browser based tool can give you one, and the honest answer is that the job needs desktop software.
A scanned page is a photograph of words, not words. There is no text in the file to move into Word, and reading the picture would need optical character recognition, which this tool does not do. You will get a clear message rather than an empty document.
Headings and bullets are inferred from line length, punctuation and leading characters, then written as real Word styles. Fonts, colours and sizes from the PDF are not carried over, so the result is clean rather than identical.
